Mythos 5 restored for US organizations — the first crack in the wall

The US government has approved restoring access to Claude Mythos 5 for US organizations. It is the first reversal of any part of the June 12 export-control directive that took both of Anthropic's Mythos-class models offline worldwide, and the first concrete signal that the suspension is a negotiation, not a verdict. Fable 5 — the safeguarded model most subscribers and developers actually use — remains suspended everywhere.

The shape of the restoration matters. Mythos 5 is coming back for US organizations only, and Anthropic says broader access — more domestic organizations and eventually international ones — will expand through Project Glasswing, the vetted-partner program it has used since April to share Mythos-class capability with critical-infrastructure operators. That is a defensible channel for a government worried about who can reach the model: Glasswing partners are known organizations, not anonymous accounts.

How we got here

On June 12, a US government export-control directive required Anthropic to restrict foreign nationals' access to Fable 5 and Mythos 5. Anthropic said it had no way to verify nationality in real time, so it complied the only way it could: by suspending both models for all users, everywhere. The trigger was a report from Amazon researchers that a jailbreak had gotten Fable 5 to flag software vulnerabilities and write exploit-demonstration code — the exact category of cyber capability the Mythos program was built to contain (CNBC's report from the day).

Four days later Anthropic disputed the finding's significance: the jailbreak was narrow rather than universal, and the vulnerabilities it surfaced could also be identified by Opus 4.8, GPT-5.5, Kimi K2.7 and other widely available models — every model tested could produce the same demonstration. That argument evidently did not move the government on its own. What appears to be moving it is process: a restoration scoped to US organizations through a vetting program is the kind of remedy an export-control regime can live with.

What it signals for Fable 5

Nothing today changes for Fable 5 users — the model is still dark on the API, claude.ai, Claude Code, and every cloud. But the logic of this decision cuts in Fable's favor. Mythos 5 is the unrestricted variant; if the government is comfortable returning it to US organizations, the safeguarded public model is a smaller ask, and the remaining dispute is about what controls accompany it. The wall did not come down today. It cracked.

What to do about it

If you are a US organization with a Glasswing relationship, check your access — Mythos 5 restoration runs through that program. Everyone else: keep any claude-fable-5 configuration parked rather than deleted, and keep your fallback (Opus 4.8 or equivalent) in place. This decision suggests the suspension is being unwound in stages, and the next stage is the one that affects you.
